Off the sewer, the Central Michigan District Health Department, which serves Isabella County, issues septic permits after a sanitarian evaluates the site against its sanitary code, and it issues well permits too. On a new build site, those permits come before the building permit.

Isabella County Community Development Department
Soil erosion and sedimentation control permits are applied for through Isabella County Community Development, whose application asks whether the site lies in a township or a city or village and requires the name of, and distance to, the nearest water body. Ask the city's Building Safety office whether your project needs one.

- The state's residential code rules set Isabella County's ground snow load at 40 pounds per square foot, with a lower 35 listed for Union Township around the city and a handful of other units; the City of Mt. Pleasant is not among the exceptions, so 40 applies inside it (snow-load Table R301.2(5) of those rules, read 27 September 2026).

- On new build sites the Central Michigan District Health Department requires its well permit before a building permit is obtained, and states that any construction before the permit issues violates the Sanitary Code; a vacant lot's proposed well location must be flagged before the site visit (read 27 September 2026).
