Clinton County Building Department, or your own township or city program
The county Building Department issues building, electrical, plumbing and mechanical permits for 13 general law townships and the cities and villages inside them. The BCC Statewide Jurisdiction List shows Bath, DeWitt and Watertown townships and the City of DeWitt running their own programs, so the township your parcel is in decides which office you apply to.

Clinton County Planning & Zoning (ten townships) or your own township, city or village
The county Planning & Zoning Department enforces zoning in ten general law townships: Bingham, Duplain, Essex, Greenbush, Lebanon, Olive, Ovid, Riley, Victor and Westphalia. Eagle, Watertown, DeWitt, Bath, Dallas and Bengal townships, and the cities and villages, handle their own. The department's stated aims include agricultural open-space preservation.

Mid-Michigan District Health Department (Clinton branch, St. Johns)
The Mid-Michigan District Health Department, serving Clinton, Gratiot and Montcalm counties, takes applications for a sewage disposal system permit and a water supply (well) permit. It also offers a vacant land evaluation, a sensible step before buying a rural parcel.

Clinton County Building Department (soil erosion)
The Building Department issues soil erosion permits under the county's Soil Erosion and Sedimentation Control Ordinance for all townships and the communities inside them, except DeWitt Charter Township, which left the county program on February 17, 2026. The county still handles soil erosion for the City of DeWitt.

Building on land near Clinton County
Clinton's farmland is mostly flat, with the Looking Glass and Maple rivers and many county drains carrying water across it. Low ground near those channels can be wet or mapped as floodplain, and EGLE's wetland rules can move a house site, so look before you commit. Township parcels rely on a private well and a septic system, and the district health department's evaluation decides whether the soil takes a conventional field.
