Permits, Zoning and Septic in St. Clair County
Four offices usually decide whether a barndominium can go on a given parcel. Here is who they are in St. Clair County, taken from the office or document that publishes each rule. Rules change, so check them again against your parcel before anything is drawn.
Your township, city or village building department (the state Bureau of Construction Codes in the Village of Emmett)
There is no county building program in St. Clair County. On the state jurisdiction list every township, city and village runs its own building, electrical, mechanical and plumbing inspections, with one exception: the Village of Emmett, where the Bureau of Construction Codes enforces the code (Emmett Township itself runs its own). Apply to the township where the parcel lies.

Each township zones its own land. In St. Clair Township, for example, the RU Rural District covers areas best suited to agricultural and rural residential use, keeps densities low because of generally poor soils and because public sewer and water are not planned there, and permits single-family detached homes alongside farming. The county health department issues residential septic permits and residential (Type III) well permits, and it runs separate site evaluation and septic-and-well evaluation applications. On rural land, start with the site evaluation so the house, well and drain field can be placed on ground that passes.

Soil erosion permits are also a health department job here. An earth change of an acre or more, or within 500 feet of a lake or stream, needs one; a sanitarian inspects the site at the start, during the permit term and at the end, when the ground must be permanently stabilized.

- The St. Clair County Health Department states that a sewage permit must be obtained from it before a septic system is installed or repaired, and that questions about a proposed system go to the Environmental Health sanitarian assigned to that area of the county (read 27 September 2026).
